Monitoring, Evaluation, and Learning (MEL) Consultant

The Makati Business Club, in collaboration with USAID, will be implementing this year’s Digital Democracy program, a process which encourages participation and good governance in LGUs. 

We are looking for one (1) Monitoring, Evaluation, and Learning (MEL) Consultant to implement a comprehensive evaluation strategy to monitor participation levels within nine CHANGE cities before, during, and after the Digital Democracy program is implemented. This includes pre-training assessments, post-training surveys, three-month follow-ups, and analysis of citizen consultations. Insights gathered will inform continuous improvement of the program.

This is a part-time engagement, will be on a highly flexible work set-up. 

Duties and Responsibilities

The MEL Consultant will play a pivotal role in designing, implementing, and overseeing the monitoring, evaluation, and learning activities for the Digital Democracy program. This position requires a seasoned professional with expertise in developing and executing comprehensive evaluation strategies, conducting data analysis, and producing high-quality reports. The MEL Consultant will work closely with project stakeholders to ensure that program objectives are met and that insights gathered inform continuous improvement efforts.

Key Tasks include:

  1. Develop and implement a comprehensive evaluation strategy to monitor participation levels within the nine CHANGE cities participating in the Digital Democracy program.
  2. Design and administer structured questionnaires, inspired by the UN E-Participation Index, at various stages of the program to assess baseline, capacity, and appetite for participation.
  3. Design, develop and execute survey instruments 
  4. Conduct pre-training assessments to capture the pre-training state of participation in the nine CHANGE cities.
  5. Determine the actual costs incurred by Local Government Units (LGUs) participating in the Digital Democracy project as part of the pre-training assessment.
  6. Administer post-training surveys to gauge the immediate impact and changes in participatory initiatives resulting from the training program.
  7. Conduct three-month follow-up surveys to assess the sustainability and long-term effects of participatory practices adopted by the cities.
  8. Establish a mechanism for cities engaging in citizen consultations to report these activities, providing valuable insights into the practical implementation of participatory practices.
  9. Perform in-depth analysis of data collected at each stage to extract valuable insights and inform continuous learning and improvement efforts.
  10. Prepare and deliver high-quality reports, as follows:
  • Report 1: Baseline, Capacity and Appetite for Participation Report of 9 CHANGE Cities : Due May First Week
  • Report 2: Post Workshop Capacity and Appetite for Participation of 9 Change Cities : Due July Second Week
  • Report 3: Post Digital Democracy Consultation : Due October First Week
  • Report 4: Post Awarding Capacity and Appetite for Participation of 9 Change Cities : Due December Second Week
  • Report 5: Final Report : Due Second Week February

11.  Collaborate with project stakeholders to ensure that insights gathered from monitoring, evaluation, and learning activities inform continuous improvement of the Digital Democracy program.
Qualifications
  • Bachelor’s or Master’s degree in Monitoring and Evaluation, Social Sciences, Statistics, or related field.
  • Proven experience in monitoring and evaluating development programs, preferably in the field of governance, democracy, or citizen participation.
  • Strong quantitative and qualitative data analysis skills, with proficiency in statistical analysis software such as SPSS, STATA, or R.
  • Excellent written and verbal communication skills, with the ability to present complex data and findings in a clear and concise manner.
  • Demonstrated ability to work collaboratively with diverse stakeholders and manage multiple priorities in a fast-paced environment.
  • Previous experience working with international development organizations or donor-funded projects is desirable.
  • Knowledge of participatory approaches and digital democracy practices is an asset.
  • Strong attention to detail and commitment to producing high-quality work under tight deadlines.
