MBC Welcomes the BIR’s Decisive Action to Protect Fair and Transparent Tax Enforcement
24 February 2026 – The Makati Business Club commends Bureau of Internal Revenue Commissioner Charlito Mendoza for his decisive action in the filing of cases against twenty five (25) BIR personnel for the alleged misuse and weaponization of Letters of Authority (LOAs). We believe that this is a significant step towards upholding integrity and accountability within the country’s tax administration as well as improving ease of doing business and boosting investor confidence.
Unjustified audit results and exploitative tax practices have long been cited as barriers to business growth by domestic and foreign investors. By holding these personnel accountable, Commissioner Mendoza is helping to dismantle decades-long practices that make investors hesitant to continue or expand its operations. Clear accountability for abuses in tax administration helps assure both domestic and foreign investors that the Philippines is serious about reforming its tax administration system to create a fair and predictable tax environment. We intend to monitor these cases in the hope that they will be vigorously pursued to their just conclusion.
The Makati Business Club applauds Commissioner Mendoza’s leadership in these reforms that illustrate political will and dedication in ensuring the country’s economic growth and recovery after a year of uncertainty and corruption issues in 2025. We encourage and are willing to support in any capacity, continued efforts to modernize and professionalize tax administration as a key pillar of a stronger, more equitable, and more investor-friendly Philippines.
