Project Lead - Transparency and Accountability in Public Infrastructure (SME Anti-Bribery and Business Integrity Toolkit)
The Project Lead will oversee the development, validation, rollout, and promotion of the SME Anti-Bribery and Business Integrity Toolkit. The position will lead efforts to strengthen business integrity and anti-corruption practices among small and medium enterprises (SMEs), particularly those participating in infrastructure-related supply chains. The Project Lead will be responsible for managing the toolkit modernization process, coordinating consultations and validation workshops, overseeing pilot trainings, and supporting the implementation of awareness and integrity-promotion activities.
Working closely with CIPE, the Integrity Initiative, ARTA, chambers of commerce, contractor associations, professional bodies, consultants, and SMEs, the Project Lead will ensure that the toolkit remains practical, relevant, and responsive to current corruption risks, procurement challenges, and compliance requirements. The position will also support broader efforts to promote ethical business practices, transparency, and accountability within the private sector.
Responsibilities
1. Project Management and Implementation
- Lead the implementation of the SME Toolkit workstream and ensure timely delivery of project outputs and milestones.
- Develop and manage project work plans, timelines, budgets, and activity schedules.
- Coordinate project activities with consultants, partner organizations, SMEs, and stakeholders.
- Monitor project progress and prepare implementation updates and donor reports.
- Ensure project activities are implemented in accordance with approved objectives and work plans.
2. Toolkit Review and Modernization
- Oversee the review and modernization of the existing CIPE-AIM SME Anti-Bribery and Business Integrity Toolkit.
- Coordinate the identification of emerging corruption risks, procurement vulnerabilities, and regulatory challenges affecting SMEs.
- Guide the incorporation of updated Philippine case studies, corruption scenarios, compliance tools, templates, checklists, and risk indicators.
- Review draft toolkit content and ensure alignment with project objectives and stakeholder needs.
- Coordinate closely with the Toolkit Developer and technical consultants throughout the development process.
3. Stakeholder Engagement and Partnership Management
- Build and maintain relationships with CIPE, the Integrity Initiative, ARTA, chambers of commerce, contractor associations, professional bodies, and other relevant stakeholders.
- Coordinate consultations and technical discussions to gather inputs on toolkit content and implementation.
- Facilitate collaboration among partner organizations involved in toolkit development and promotion.
- Represent MBC in meetings, consultations, and public discussions related to business integrity and anti-corruption initiatives.
4. Validation Workshops and Toolkit Refinement
- Lead the planning and implementation of validation workshops with SMEs, business associations, and compliance practitioners.
- Facilitate discussions and gather stakeholder feedback on toolkit usability, relevance, and practicality.
- Ensure that validation findings are documented and incorporated into subsequent toolkit revisions.
- Oversee the finalization and endorsement of the toolkit prior to rollout.
5. Pilot Trainings and Capacity Building
- Lead the design and implementation of pilot training sessions for SMEs.
- Coordinate resource persons, facilitators, training materials, and participant engagement activities.
- Support the development of training modules and learning materials based on the toolkit.
- Monitor participant feedback and learning outcomes to inform future improvements.
- Promote the adoption of codes of conduct, integrity systems, and anti-bribery practices among participating SMEs.
6. Integrity Campaign and Toolkit Promotion
- Lead the implementation of awareness and socialization activities promoting the toolkit and business integrity principles. Coordinate workshops, webinars, integrity forums, and stakeholder outreach activities.
- Support the development of integrity pledges, awareness campaigns, and sector-wide adoption initiatives.
- Work closely with the Communications Officer on communication materials, launch activities, and outreach campaigns.
- Promote the toolkit through MBC networks, chambers of commerce, business associations, and partner organizations.
7. Monitoring, Evaluation, and Reporting
- Monitor progress against project targets and performance indicators.
- Track participation, toolkit adoption, training outcomes, and stakeholder engagement activities.
- Prepare project updates, donor reports, and implementation summaries.
- Document lessons learned, success stories, and recommendations for future integrity initiatives.
- Ensure project documentation is complete and maintained in accordance with donor requirements.
Qualifications
- Bachelor’s degree in Business Administration, Public Administration, Political Science, Law, Governance, Development Studies, Economics, Communications, or a related field.
- At least five (5) years of experience in project management, governance, anti-corruption initiatives, business integrity, compliance, public policy, or private-sector development.
- Experience working with business associations, SMEs, chambers of commerce, development organizations, or governance initiatives.
- Strong understanding of anti-corruption, compliance, ethics, procurement integrity, and business governance issues.
- Experience organizing stakeholder consultations, workshops, and capacity-building activities.
- Excellent project management, stakeholder engagement, and communication skills.
- Strong writing, facilitation, and presentation abilities.
