Project Officer - Transparency and Accountability in Public Infrastructure (CongressWatch)
The Project Officer will support the implementation of the CongressWatch component of the project by monitoring legislative and regulatory developments, conducting policy research, coordinating stakeholder engagements, and maintaining the CongressWatch tracker. The position will assist in tracking priority bills, executive issuances, and regulatory reforms related to transparency, accountability, infrastructure governance, and economic competitiveness. The Project Officer will also support the preparation of policy updates, research materials, stakeholder consultations, and advocacy activities that strengthen private-sector participation in the policymaking process.
Working closely with the Project Lead, MBC Governance Committee, government relations practitioners, legislators, business associations, and policy experts, the Project Officer will help ensure that CongressWatch provides timely, accurate, and actionable information on priority policy reforms. The role will contribute to evidence-based advocacy and informed engagement between the private sector and policymakers.
Responsibilities
1. Legislative and Policy Monitoring
- Monitor the progress of priority legislation, executive issuances, administrative orders, memorandum circulars, and regulatory developments relevant to MBC advocacy priorities.
- Track congressional hearings, committee meetings, sponsorship speeches, bicameral conference discussions, and other legislative developments.
- Maintain records of bill status, amendments, key stakeholders, and legislative timelines.
- Monitor government announcements, agency issuances, and policy developments affecting the business environment.
2. CongressWatch Tracker Management
- Support the development, maintenance, and regular updating of the CongressWatch tracker.
- Prepare concise summaries of priority bills, policy reforms, and regulatory developments.
- Organize legislative information into user-friendly formats for business leaders, committee members, and stakeholders.
- Maintain databases and records related to monitored legislation and policy reforms.
3. Research and Policy Analysis
- Conduct policy research and analysis on governance, transparency, accountability, infrastructure, competitiveness, procurement reform, and related topics.
- Prepare legislative briefs, policy summaries, background papers, issue analyses, and briefing materials.
- Assist in the development of policy papers, position papers, research notes, and advocacy materials.
- Gather supporting data and evidence to inform MBC policy recommendations and submissions.
4. Stakeholder Engagement and Coordination
- Coordinate meetings, consultations, and engagements with legislators, congressional staff, government agencies, business associations, and development partners.
- Prepare meeting invitations, agendas, briefing materials, attendance records, and minutes.
- Support follow-up activities arising from stakeholder consultations and policy discussions.
- Maintain stakeholder databases and engagement records.
5. Governance Committee Secretariat Support
- Provide secretariat support to the MBC Governance Committee.
- Assist in organizing committee meetings, Kapihan sessions, roundtables, and policy discussions.
- Prepare meeting materials, presentations, and documentation.
- Document committee recommendations, action points, and follow-up activities.
6. Policy Dialogues and Advocacy Activities
- Support the organization of policy roundtables, public-private dialogues, Kapihan sessions, and joint business forums.
- Coordinate speakers, participants, discussion materials, and event logistics.
- Prepare event summaries, discussion notes, and consolidated recommendations.
- Assist in the preparation and submission of policy recommendations and position papers to relevant government agencies and congressional offices.
7. Project Administration and Reporting
- Maintain project files, legislative records, and supporting documentation.
- Monitor project activities and deliverables against approved work plans.
- Assist in preparing donor reports, progress updates, and project documentation.
- Support administrative requirements related to project implementation and stakeholder engagements.
- Perform other project-related duties as assigned by the Project Lead.
Qualifications
- Bachelor’s degree in Political Science, Public Administration, Public Policy, Economics, Law, Development Studies, Communications, or a related field.
- At least two (2) years of relevant experience in policy research, legislative monitoring, government relations, advocacy, governance, or project coordination.
- Strong research, analytical, writing, and communication skills.
- Familiarity with the Philippine legislative process, government institutions, and public policy environment.
- Ability to synthesize complex policy issues into concise and accessible summaries.
- Strong organizational and stakeholder coordination skills.
- Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
- Experience working with business associations, civil society organizations, government agencies, or development partners is an advantage.
