Project Lead - Transparency and Accountability in Public Infrastructure

The Project Lead will oversee the implementation of the InfraWatch and CongressWatch components of the project, supporting efforts to strengthen transparency, accountability, and private-sector engagement in public infrastructure and governance reforms. The position will lead research, stakeholder engagement, policy development, and project management activities related to the monitoring of major infrastructure projects and priority legislative and regulatory reforms.

 

Working closely with the MBC Infrastructure Committee, Governance Committee, government agencies, legislators, business associations, development partners, and private-sector stakeholders, the Project Lead will coordinate the development of the InfraWatch and CongressWatch trackers, facilitate policy discussions, prepare research and policy outputs, and support advocacy initiatives aimed at improving infrastructure delivery, transparency, and business competitiveness.

Responsibilities

 1. Project Management and Implementation

  • Lead the implementation of the InfraWatch and CongressWatch workstreams and ensure timely delivery of project outputs and milestones.
  • Develop and manage project work plans, timelines, and activity schedules.
  • Coordinate project activities with consultants, committees, partners, and service providers.
  • Monitor project progress and prepare implementation updates and reports.
  • Support donor reporting requirements and ensure compliance with project objectives and deliverables.
  1. InfraWatch Implementation and Infrastructure Monitoring
  • Lead the development, maintenance, and regular updating of the InfraWatch tracker.
  • Coordinate the identification and selection of priority infrastructure projects for monitoring in consultation with the MBC Infrastructure Committee.
  • Conduct research and analysis on infrastructure projects, including project status, procurement updates, financing arrangements, implementation progress, and bottlenecks.
  • Prepare project profiles, briefing notes, issue analyses, and infrastructure monitoring reports.
  • Track developments related to PPP, ODA, and government-funded infrastructure projects.
  • Identify governance, transparency, procurement, and implementation challenges affecting infrastructure delivery.
  1. Stakeholder Engagement and Government Relations
  • Build and maintain working relationships with key government agencies, including DPWH, DOTr, NEDA, DBM, PPP Center, and other relevant institutions.
  • Coordinate meetings, consultations, and dialogues with government agencies, legislators, business groups, and development partners.
  • Represent MBC in technical discussions, consultations, and stakeholder engagements related to infrastructure and governance reforms.
  • Facilitate communication between the private sector and government stakeholders to address infrastructure bottlenecks and policy concerns.
  1. Committee Management and Coordination
  • Assist in secretariat work to the MBC Infrastructure Committee and Governance Committee.
  • Organize committee meetings, prepare agendas, briefing materials, presentations, and meeting minutes.
  • Coordinate committee consultations and gather inputs from committee members.
  • Support committee-led initiatives, recommendations, and advocacy efforts.
  1. CongressWatch and Policy Monitoring
  • Lead the establishment and maintenance of the CongressWatch legislative tracker.
  • Monitor the progress of priority legislation, executive issuances, and regulatory developments related to transparency, accountability, infrastructure, and economic competitiveness.
  • Prepare legislative updates, policy trackers, and briefing materials for MBC members and stakeholders.
  • Coordinate consultations with government relations practitioners, legal experts, and business associations to identify emerging policy issues.
  • Track congressional hearings, committee discussions, and policy developments relevant to MBC priorities.
  1. Research and Policy Development
  • Conduct policy research and analysis on infrastructure governance, procurement reform, transparency, anti-corruption measures, public-private partnerships, and related topics.
  • Prepare policy papers, position papers, research notes, issue briefs, and advocacy materials.
  • Develop evidence-based recommendations to support MBC advocacy initiatives.
  • Support the drafting of statements, letters, submissions, and recommendations to government agencies and Congress.
  1. Events and Public-Private Dialogue
  • Lead the organization of policy roundtables, stakeholder consultations, committee meetings, Kapihan sessions, and public-private dialogues.
  • Coordinate speakers, participants, discussion materials, and event logistics.
  • Prepare event summaries, key findings, and follow-up action plans.
  • Support coalition-building efforts with business associations, chambers, and civil society partners.
Qualifications
  • Bachelor’s degree in Public Policy, Political Science, Economics, Public Administration, Law, Development Studies, Engineering, or a related field.
  • At least five (5) years of experience in policy research, project management, government relations, advocacy, infrastructure, governance, or related fields.
  • Strong understanding of Philippine governance, legislation, public infrastructure, and regulatory processes.
  • Experience engaging government agencies, legislators, business associations, and senior stakeholders.
  • Excellent research, analytical, writing, and presentation skills.
  • Strong project management and stakeholder coordination abilities.
  • Experience preparing policy papers, research reports, and advocacy materials.
  • Ability to work independently and manage multiple workstreams simultaneously.
