Policy Writer - EU-PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement
The Policy Writer / Subject Matter Expert will be engaged on a short-term consultancy basis to develop a policy brief on public procurement transparency, accountability, and reform. The consultant will review project findings, research outputs, stakeholder inputs, and relevant policies and regulations, and translate these into a concise, evidence-based, and actionable policy brief for government, civil society, and other stakeholders.
The consultant will work closely with the Project Coordinator and project team to synthesize key findings, identify policy implications, and develop practical recommendations that support the implementation of the New Government Procurement Act (RA 12009) and broader procurement reform efforts.
Responsibilities
- Review project documents, research findings, consultation outputs, and relevant reference materials.
- Conduct supplementary research and policy analysis as needed.
- Develop the structure, content, and recommendations for the policy brief.
- Participate in meetings or consultations to validate findings and recommendations.
- Revise and finalize the policy brief based on stakeholder feedback.
- Ensure that the final output is technically sound, evidence-based, and accessible to both technical and non-technical audiences.
Qualifications
Advanced degree in Public Policy, Public Administration, Political Science, Economics, Law, Governance, Development Studies, or a related field.
At least five (5) years of experience in policy research, governance, public procurement, transparency and accountability, or related fields.
Demonstrated experience authoring policy briefs, research papers, technical reports, or governance-related publications.
Strong analytical, research, and writing skills.
Familiarity with Philippine public procurement, governance, and public sector reform issues is an advantage.
Expected Deliverables
- Inception discussion and review of project materials.
- Draft policy brief.
- Revised policy brief incorporating stakeholder feedback.
- Final policy brief ready for publication and dissemination.
