Project Coordinator - EU-PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement
The Project Coordinator will lead the day-to-day management and implementation of the project, ensuring the timely and effective delivery of activities related to citizen participatory audits, procurement monitoring, applied research, policy advocacy, stakeholder engagement, and CSO capacity building. The position will serve as the primary focal point for project implementation and coordination, working closely with UNDP, government agencies, local government units, civil society organizations, consultants, and other project partners.
The Project Coordinator will be responsible for planning and overseeing project activities, managing work plans and budgets, coordinating stakeholders, supervising project staff and consultants, monitoring progress against project targets, and ensuring compliance with donor requirements. The role will also support the preparation of technical reports, policy outputs, project documentation, and donor submissions, contributing to the project’s objective of strengthening transparency, accountability, and citizen participation in public procurement.
Responsibilities
1. Project Management and Implementation
- Lead the implementation of all project activities and ensure achievement of project objectives, outputs, and deliverables.
- Develop and manage detailed project work plans, implementation schedules, and activity timelines.
- Monitor project progress and identify implementation risks, delays, or challenges.
- Ensure activities are delivered within approved budgets and timelines.
- Coordinate project resources and support efficient implementation across multiple workstreams.
- Supervise project staff, consultants, and service providers engaged under the project.
2. Stakeholder Engagement and Partnership Management
- Serve as the primary project focal point for UNDP and key project stakeholders.
- Build and maintain effective working relationships with UNDP, COA, GPPB, PS-DBM, PhilGEPS, LGUs, CSOs, academic institutions, development partners, and other stakeholders.
- Coordinate consultations, meetings, workshops, and multi-stakeholder engagements.
- Facilitate communication among project partners and ensure effective coordination throughout project implementation.
- Represent MBC in project-related meetings, consultations, and technical discussions as required.
3. Citizen Participatory Audit and CSO Engagement
- Coordinate project support for Citizen Participatory Audit (CPA) activities and related engagements.
- Facilitate collaboration with COA and participating CSOs.
- Support the development of coordination arrangements, stakeholder engagement processes, and implementation plans related to CPA activities.
- Ensure documentation and follow-up of CPA-related discussions, recommendations, and activities.
4. Procurement Monitoring and Research Coordination
- Oversee the implementation of procurement monitoring, diagnostics, and research activities.
- Coordinate consultants, researchers, and project partners involved in data collection and analysis.
- Support the development of procurement monitoring frameworks and research outputs.
- Ensure that research findings are translated into practical recommendations and policy-relevant outputs.
- Monitor progress of research activities and ensure quality and timely delivery of outputs.
5. Policy Dialogue and Advocacy Support
- Coordinate policy dialogues, validation workshops, consultations, and public engagement activities.
- Support the preparation of policy recommendations, issue papers, advocacy materials, and stakeholder briefings.
- Facilitate engagement between government agencies, CSOs, academia, development partners, and the private sector.
- Ensure that project findings are effectively communicated to relevant audiences and stakeholders.
6. Capacity Building and Training Coordination
- Coordinate CSO training activities, peer-learning sessions, and capacity-building initiatives.
- Support the development of training materials, toolkits, and learning resources.
- Oversee participant recruitment, logistics, and stakeholder engagement for training activities.
- Monitor training outcomes and document lessons learned and good practices.
7. Monitoring, Evaluation, and Reporting
- Monitor project performance against approved targets, indicators, and work plans.
- Maintain project monitoring systems and implementation records.
- Prepare monthly, quarterly, annual, and final project reports.
- Coordinate the collection and verification of project data and supporting documentation.
- Track project deliverables and ensure timely submission of donor reports and requirements.
- Document lessons learned, success stories, challenges, and recommendations.
8. Financial and Administrative Oversight
- Coordinate closely with finance and administrative personnel to ensure proper management of project budgets and expenditures.
- Monitor budget utilization and project spending against approved budgets.
- Review activity budgets and procurement requests prior to submission.
- Ensure compliance with donor requirements, MBC policies, and project procedures.
- Support audit, documentation, and compliance requirements.
Qualifications
Bachelor’s degree in Public Administration, Political Science, Development Studies, Economics, Public Policy, Business Administration, Law, Communications, or a related field.
At least five (5) years of experience in project management, governance, transparency, accountability, public policy, development programs, or donor-funded projects.
Experience managing multi-stakeholder projects involving government agencies, civil society organizations, development partners, and local government units.
Experience in donor-funded project implementation and reporting is highly desirable.
Strong understanding of governance, transparency, accountability, public procurement, local governance, or public sector reform issues.
Excellent project management, coordination, and organizational skills.
Strong writing, reporting, facilitation, and presentation skills.
Ability to manage multiple activities and stakeholders simultaneously.
