Project Officer - Transparency and Accountability in Public Infrastructure (InfraWatch)

The Project Officer will support the implementation of the InfraWatch component of the project by conducting research, monitoring infrastructure developments, coordinating stakeholder engagements, maintaining project records, and supporting the management of the InfraWatch tracker. The position will assist in gathering and analyzing information on priority infrastructure projects, preparing project updates and briefing materials, coordinating committee activities, and supporting engagement with government agencies, business groups, and other stakeholders.

 

Working closely with the Project Lead and MBC Infrastructure Committee, the Project Officer will help ensure the timely collection, organization, and dissemination of information related to major infrastructure projects and infrastructure governance issues. The role will contribute to strengthening transparency, accountability, and private-sector participation in infrastructure monitoring and policy discussions.

Responsibilities

1. Research and Infrastructure Monitoring

  • Conduct desk research on priority infrastructure projects, including project status, timelines, financing arrangements, procurement developments, and implementation progress.
  • Monitor publicly available information from government agencies, procurement portals, project websites, news sources, and other relevant databases.
  • Gather and organize project information for inclusion in the InfraWatch tracker.
  • Support the preparation of project profiles, data sheets, briefing notes, and infrastructure updates.
  • Monitor developments related to PPP, ODA, and government-funded infrastructure projects.

2. InfraWatch Tracker Management

  • Support the maintenance and regular updating of the InfraWatch tracker.
  • Verify and organize project data for publication and reporting purposes.
  • Coordinate with technical providers, consultants, and project staff to ensure tracker information remains current and accurate.
  • Assist in preparing quarterly project updates and monitoring reports.

3. Stakeholder Engagement and Coordination

  • Coordinate meetings, consultations, and dialogues with government agencies, business groups, infrastructure stakeholders, and development partners.
  • Prepare meeting invitations, agendas, presentations, attendance records, and minutes.
  • Support follow-up activities and documentation arising from stakeholder engagements.
  • Maintain stakeholder contact lists and engagement records.

4. Committee Secretariat Support

  • Provide secretariat support to the MBC Infrastructure Committee.
  • Assist in organizing committee meetings and preparing meeting materials.
  • Document discussions, recommendations, and action items from committee meetings.
  • Track implementation of agreed action points and committee recommendations.

5. Policy and Knowledge Support

  • Assist in preparing policy notes, issue briefs, presentations, and research materials related to infrastructure transparency and governance.
  • Support data collection and analysis for policy papers and advocacy initiatives.
  • Conduct background research on infrastructure bottlenecks, procurement issues, right-of-way challenges, and related topics.
  • Assist in drafting reports, summaries, and other project outputs.

6. Project Administration and Reporting

  • Maintain project records, databases, and documentation.
  • Assist in monitoring project activities and deliverables against work plans.
  • Support the preparation of donor reports, progress updates, and project documentation.
  • Coordinate administrative requirements related to meetings, consultations, and project activities.
  • Perform other project-related duties as assigned by the Project Lead.
Qualifications
  • Bachelor’s degree in Economics, Public Administration, Political Science, Engineering, Development Studies, Public Policy, or a related field.
  • At least two (2) years of relevant experience in research, project coordination, policy work, infrastructure, governance, or public sector programs.
  • Strong research, analytical, and writing skills.
  • Ability to synthesize complex information into concise reports and presentations.
  • Excellent organizational and coordination skills.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
  • Familiarity with Philippine government processes, infrastructure projects, or public policy issues is an advantage.
  • Ability to manage multiple tasks and deadlines.
