Communications Officer - Transparency and Accountability in Public Infrastructure

The Project Officer will support the implementation of the CongressWatch component of the project by monitoring legislative and regulatory developments, conducting policy research, coordinating stakeholder engagements, and maintaining the CongressWatch tracker. The position will assist in tracking priority bills, executive issuances, and regulatory reforms related to transparency, accountability, infrastructure governance, and economic competitiveness. The Project Officer will also support the preparation of policy updates, research materials, stakeholder consultations, and advocacy activities that strengthen private-sector participation in the policymaking process.

Working closely with the Project Lead, MBC Governance Committee, government relations practitioners, legislators, business associations, and policy experts, the Project Officer will help ensure that CongressWatch provides timely, accurate, and actionable information on priority policy reforms. The role will contribute to evidence-based advocacy and informed engagement between the private sector and policymakers.

Responsibilities

1. Communications Materials Development

  • Develop communication and visibility materials for project activities and outputs.

  • Translate technical research, policy papers, legislative updates, infrastructure monitoring reports, and governance analyses into clear and accessible communication products.

  • Prepare toolkit briefers, executive summaries, fact sheets, FAQs, presentations, stakeholder briefings, and promotional materials.

  • Develop infographics, visual summaries, and explainer materials that simplify complex infrastructure, governance, transparency, and legislative issues.

  • Support the production of explainer videos, multimedia content, and digital learning materials as required.

  • Draft communication content for newsletters, website articles, social media posts, event materials, and stakeholder outreach.

2. Layout, Design, and Publications

  • Lead the layout, design, formatting, and production of project publications and knowledge products.

  • Manage the design and production of:

    • SME Integrity Toolkit Version 1

    • SME Integrity Toolkit Final Version (Post-Validation)

    • Policy Briefs

    • Research Notes

    • Position Papers

    • Legislative Trackers

    • Infrastructure Monitoring Reports

    • Event Reports and Knowledge Products

  • Ensure all communication products are professionally designed, user-friendly, and aligned with MBC branding guidelines.

  • Coordinate with graphic designers, video editors, printers, and other service providers as needed.

3. InfraWatch and CongressWatch Communications

  • Prepare and disseminate quarterly updates for InfraWatch and CongressWatch.

  • Develop communication materials supporting the launch and promotion of the InfraWatch Tracker and CongressWatch Tracker.

  • Produce visual summaries and communication materials highlighting infrastructure project developments, legislative reforms, and policy recommendations.

  • Support the dissemination of tracker updates through newsletters, presentations, social media, website content, and stakeholder briefings.

  • Assist in increasing stakeholder awareness and utilization of project outputs.

4. Policy Communications and Knowledge Management

  • Support the publication and dissemination of policy briefs, research notes, position papers, and other knowledge products.

  • Prepare communication materials highlighting key findings, recommendations, and policy implications.

  • Develop stakeholder-focused communication products for government agencies, legislators, business associations, SMEs, development partners, and the media.

  • Maintain an organized repository of communication assets, publications, presentations, photographs, videos, and project materials.

  • Ensure project outputs are documented and archived for future reference and reporting.

5. Events, Launches, and Public Outreach

  • Support the communication requirements of committee meetings, policy roundtables, Kapihan sessions, validation workshops, consultations, and public-private dialogues.

  • Develop event communication materials including invitations, presentation templates, event kits, registration materials, and post-event summaries.

  • Coordinate communication activities related to the launch of the SME Integrity Toolkit, InfraWatch Tracker, and CongressWatch Tracker.

  • Assist in media engagement, publicity activities, and stakeholder outreach efforts.

  • Document project events and prepare event highlights and communication summaries.

6. Communications Coordination and Internal Alignment

  • Coordinate closely with the MBC Communications Manager to ensure that project communication materials, campaigns, publications, and public messaging are aligned with MBC branding, communication standards, and strategic priorities.

  • Submit communication outputs for review and clearance in accordance with MBC communication protocols.

  • Collaborate with the Communications Manager on media engagement, publicity opportunities, website updates, social media campaigns, and major project announcements.

  • Support the integration of project achievements, policy outputs, events, and stakeholder engagements into MBC’s broader communication and advocacy efforts.

  • Coordinate communication calendars and visibility activities to maximize stakeholder reach and engagement.

7. Digital Communications and Visibility

 

  • Manage project-related content for MBC communication channels, including website updates, newsletters, and social media platforms.

  • Develop communication campaigns supporting project milestones, launches, and advocacy initiatives.

  • Coordinate digital promotion and audience engagement activities.

  • Monitor communication performance and visibility metrics.

  • Support donor visibility and acknowledgment requirements where applicable.

Qualifications
  • Bachelor’s degree in Communications, Development Communication, Journalism, Multimedia Arts, Public Relations, Marketing, Graphic Design, Political Science, Public Policy, or a related field.
  • At least three (3) years of relevant experience in communications, publications development, public affairs, advocacy communications, knowledge management, or development communications.
  • Strong writing, editing, and content development skills.
  • Experience developing policy communications, research publications, toolkits, reports, or knowledge products.
  • Proficiency in Canva, Adobe Creative Suite, or similar design and layout software.
  • Experience in publication design, layout, and formatting.
  • Familiarity with website content management systems and social media platforms.
  • Experience working on governance, transparency, public policy, infrastructure, or development-related projects is an advantage.
  • Strong organizational and project coordination skills.
