Subject Matter Expert - Transparency and Accountability in Public Infrastructure (SME Anti-Bribery and Business Integrity Toolkit)

The Toolkit Developer / Subject Matter Expert will lead the technical review, updating, and development of the SME Anti-Bribery and Business Integrity Toolkit. The consultant will be responsible for ensuring that the toolkit reflects current corruption risks, procurement vulnerabilities, compliance requirements, and business integrity practices relevant to Philippine SMEs, particularly those participating in infrastructure-related supply chains.

Working closely with the Project Lead, Project Officer, CIPE, the Integrity Initiative, ARTA, business associations, compliance practitioners, and participating SMEs, the Toolkit Developer will draft and revise toolkit content, develop practical tools and templates, facilitate technical discussions, and incorporate stakeholder feedback into the final toolkit. The consultant will ensure that the toolkit is practical, user-friendly, and responsive to the operational realities faced by SMEs in their interactions with government agencies, contractors, and other stakeholders.

Responsibilities

1. Toolkit Review and Assessment

  • Conduct a comprehensive review of the existing CIPE-AIM SME Anti-Bribery and Business Integrity Toolkit.
  • Assess the relevance, accuracy, and usability of existing toolkit content.
  • Identify gaps, outdated materials, and areas requiring revision or expansion.
  • Review recent developments in anti-corruption, procurement integrity, compliance, and business ethics relevant to SMEs.
  • Prepare recommendations for toolkit modernization and restructuring.

2. Content Development and Technical Writing

  • Develop and revise toolkit content, ensuring technical accuracy and practical applicability.
  • Draft guidance materials, risk assessment tools, compliance checklists, codes of conduct, reporting mechanisms, integrity policies, and implementation templates.
  • Develop practical corruption and ethics scenarios relevant to SMEs operating in construction, logistics, engineering, consulting, and service contracting sectors.
  • Create step-by-step guidance that SMEs can use to strengthen internal controls and business integrity systems.
  • Ensure content is written in a clear, practical, and user-friendly manner.

3. Research and Technical Analysis

  • Conduct research on emerging corruption risks, procurement vulnerabilities, regulatory developments, and integrity challenges affecting SMEs.
  • Review Philippine laws, regulations, government procedures, and international good practices related to anti-bribery and business integrity.
  • Analyze integrity frameworks, compliance programs, and anti-corruption tools used by SMEs and larger organizations.
  • Integrate evidence-based recommendations and practical examples into toolkit content.

4. Stakeholder Consultations and Validation

  • Participate in consultations with CIPE, the Integrity Initiative, ARTA, chambers of commerce, contractor associations, compliance practitioners, and SMEs.
  • Present draft toolkit content and gather stakeholder feedback.
  • Facilitate technical discussions on toolkit design, usability, and implementation challenges.
  • Review and consolidate comments and recommendations from validation workshops and consultation sessions.
  • Revise toolkit content based on stakeholder inputs and validation findings.

5. Workshop and Training Support

  • Provide technical support during toolkit review workshops and validation sessions.
  • Present toolkit concepts, tools, and methodologies during stakeholder consultations.
  • Support pilot training activities by explaining toolkit components and responding to participant questions.
  • Assist in the development of training materials and facilitator guides where necessary.

6. Finalization and Quality Assurance

  • Ensure that all toolkit content is technically accurate, internally consistent, and aligned with project objectives.
  • Review the final designed version of the toolkit prior to publication.
  • Verify that tools, templates, and guidance materials are practical and usable by SMEs.
  • Support final revisions and preparation of the toolkit for publication and launch.
Qualifications
  • Advanced degree in Law, Public Administration, Governance, Public Policy, Business Administration, Compliance, Accounting, or a related field preferred.
  • At least seven (7) years of experience in anti-corruption, compliance, business integrity, corporate governance, procurement, ethics, risk management, or related fields.
  • Demonstrated experience developing toolkits, manuals, guidance materials, training modules, or policy resources.
  • Strong understanding of Philippine anti-corruption laws, procurement regulations, governance frameworks, and business integrity initiatives.
  • Experience working with SMEs, business associations, chambers of commerce, development organizations, or government agencies.
  • Excellent research, analytical, technical writing, and facilitation skills.
  • Experience conducting workshops, consultations, or stakeholder engagements is an advantage.
