Project Officer - EU-PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement

The Project Officer will support the day-to-day implementation of the project by coordinating activities, conducting research, organizing stakeholder engagements, maintaining project documentation, and supporting monitoring and reporting requirements. The position will work closely with participating CSOs, local government units, national government agencies, consultants, and development partners to ensure the timely and effective delivery of project activities related to citizen participatory audits, procurement monitoring, policy advocacy, and capacity building.

Working under the supervision of the Project Coordinator, the Project Officer will provide operational, technical, and administrative support across all project workstreams. The role will contribute to stakeholder engagement, research activities, training and workshop implementation, project monitoring, and the preparation of reports and knowledge products. The Project Officer will also help ensure that project activities are properly documented and implemented in accordance with donor requirements and project work plans.

Responsibilities

1. Project Implementation Support

  • Support the implementation of project activities, work plans, and timelines.
  • Assist in tracking project milestones, deliverables, and reporting requirements.
  • Coordinate logistical and administrative requirements for project activities.
  • Monitor activity implementation and follow up on action items and commitments.
  • Support the Project Coordinator in ensuring timely delivery of project outputs.

2. Stakeholder Coordination and Engagement

  • Coordinate meetings, consultations, workshops, and stakeholder engagements with government agencies, CSOs, LGUs, development partners, and other project stakeholders.
  • Prepare invitations, agendas, briefing materials, attendance sheets, and meeting documentation.
  • Maintain stakeholder databases and contact records.
  • Support follow-up communication and coordination with project partners.
  • Assist in maintaining productive working relationships with project stakeholders.

3. Research and Procurement Monitoring

  • Support Conduct desk research, data gathering, and background analysis related to procurement transparency, accountability, governance, and public sector reforms.
  • Support procurement monitoring activities using PhilGEPS and other available datasets.
  • Assist in the collection, organization, and validation of data and research findings.
  • Prepare research summaries, briefing notes, and background materials for project activities.
  • Support consultants and researchers in implementing project studies and analytical work.

4. Citizen Participatory Audit and CSO Engagement Support

  • Assist in coordinating CPA-related meetings, consultations, and activities with COA and participating CSOs.
  • Support documentation and synthesis of observations, findings, and stakeholder inputs.
  • Assist in organizing consultations and engagement activities involving civil society organizations and local stakeholders.
  • Maintain records of CPA-related activities and outputs.

5. Capacity Building and Training Support

  • Support the planning and implementation of CSO trainings, peer-learning sessions, workshops, and knowledge-sharing activities.
  • Coordinate participant registration, venue arrangements, logistical requirements, and training materials.
  • Assist in preparing presentations, handouts, toolkits, and learning resources.
  • Collect participant feedback and evaluation results.
  • Support post-training documentation and follow-up activities.

6. Policy Dialogue and Knowledge Product Support

  • Assist in organizing policy dialogues, validation workshops, and public consultations.
  • Support the preparation of policy briefs, issue papers, advocacy materials, and knowledge products.
  • Draft meeting summaries, consultation reports, and event documentation.
  • Assist in consolidating stakeholder feedback and recommendations.
  • Coordinate with consultants and communications personnel in the development of project outputs.

7. Monitoring, Evaluation, and Reporting

  • Maintain project records, databases, and monitoring systems.
  • Collect and organize project data and supporting documentation.
  • Assist in preparing monthly, quarterly, annual, and final project reports.
  • Monitor project indicators and contribute to reporting against project targets.
  • Document lessons learned, success stories, and implementation challenges.

8. Administrative and Compliance Support

  • Maintain organized project files and documentation.
  • Support procurement, contracting, and administrative requirements related to project activities.
  • Coordinate with finance and administrative staff on activity implementation requirements.
  • Ensure documentation and reporting requirements are completed in accordance with donor and organizational standards.
  • Perform other project-related duties assigned by the Project Coordinator.
 
Qualifications
  • Bachelor’s degree in Public Administration, Political Science, Development Studies, Economics, Public Policy, Communications, Business Administration, Law, or a related field.

  • At least two (2) years of experience in project coordination, governance programs, research, stakeholder engagement, training, advocacy, or development projects.

  • Strong organizational and coordination skills.

  • Excellent written and verbal communication abilities.

  • Experience organizing meetings, consultations, workshops, or training activities.

  • Strong research, documentation, and report-writing skills.

  • Familiarity with governance, transparency, accountability, public procurement, or local governance issues is an advantage.

  • Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
