MEL and Gender & Inclusion Consultant
EU-PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement

The MEL and Gender & Inclusion Consultant will serve as the project’s lead technical advisor on monitoring, evaluation, learning (MEL), gender equality, and social inclusion. The consultant will be responsible for developing and overseeing systems that measure project performance, track progress against targets, assess outcomes, generate evidence for learning and adaptive management, and ensure that gender-responsive and inclusive approaches are integrated across project activities.

Working closely with the Project Coordinator, project staff, consultants, and stakeholders, the consultant will support the development of monitoring frameworks, indicators, data collection systems, learning processes, and reporting tools. The consultant will also provide technical guidance to ensure that project activities, stakeholder engagements, research outputs, policy recommendations, and capacity-building initiatives appropriately reflect gender and inclusion considerations and comply with donor requirements.

Responsibilities

1. Monitoring, Evaluation, and Learning System Design

  • Lead the development and implementation of the project’s Monitoring, Evaluation, and Learning (MEL) framework.
  • Develop indicators, targets, data collection methodologies, reporting schedules, and learning mechanisms aligned with project objectives and donor requirements.
  • Design monitoring tools, templates, databases, and reporting systems to track project outputs, outcomes, and performance indicators.
  • Establish systems for collecting, validating, analyzing, and reporting project data.
  • Ensure alignment of MEL systems with project objectives, results frameworks, and donor reporting requirements.

2. Performance Monitoring and Results Measurement

  • Monitor project implementation against approved work plans, indicators, targets, and expected results.
  • Track progress across all project outputs, including Citizen Participatory Audit engagements, procurement monitoring, research activities, policy dialogues, advocacy activities, and CSO capacity-building initiatives.
  • Analyze quantitative and qualitative data to assess project performance and identify implementation challenges, emerging opportunities, and areas requiring corrective action.
  • Provide periodic performance updates and recommendations to support adaptive project management.
  • Support project staff in collecting, organizing, and reporting project performance data. 

3. Gender Equality and Social Inclusion

  • Ensure that gender equality and social inclusion considerations are integrated across project activities, stakeholder engagement processes, research outputs, policy recommendations, and knowledge products.
  • Review project activities and outputs to assess whether gender-responsive and inclusive approaches have been appropriately considered.
  • Develop and monitor gender and inclusion indicators where applicable.
  • Ensure the collection, analysis, and reporting of sex-disaggregated and inclusion-related data.
  • Analyze project findings from a gender and inclusion perspective and identify opportunities to strengthen inclusiveness and participation.
  • Contribute gender-responsive and inclusion-focused insights to project reports, policy recommendations, and learning products.

4. Data Collection, Analysis, and Reporting

  • Design and administer surveys, assessments, feedback tools, and other data collection instruments as needed.
  • Analyze project data and generate findings, lessons learned, and evidence-based recommendations.
  • Prepare MEL reports, performance summaries, dashboards, and analytical briefs.
  • Support donor reporting requirements by providing monitoring data, indicator updates, and performance analysis.
  • Ensure the quality, accuracy, and integrity of project data and reporting systems.

5. Learning, Results Analysis, and Reporting

  • Analyze project data and results to assess progress against project objectives and targets.
  • Identify emerging lessons, challenges, good practices, and opportunities for improvement.
  • Support periodic project reviews and reflection sessions to inform adaptive management and strengthen project implementation.
  • Prepare learning summaries, performance analyses, and lessons learned reports.
  • Document evidence of project outcomes, stakeholder engagement, policy influence, and project contributions to procurement transparency and accountability reforms.

6. Evaluation and Quality Assurance

  • Support the design and implementation of project reviews, assessments, and evaluations as required.
  • Review project outputs and deliverables to ensure consistency with project objectives, indicators, and expected results.
  • Conduct quality assurance reviews of monitoring systems, reporting processes, and data collection methodologies.
  • Provide recommendations to strengthen project effectiveness, accountability, and outcome measurement.
Qualifications
  • Advanced degree in Development Studies, Public Administration, Statistics, Economics, Social Sciences, Gender Studies, Public Policy, Monitoring and Evaluation, or a related field.
  • At least seven (7) years of experience in monitoring, evaluation, learning, research, gender equality, social inclusion, or development programming.
  • Demonstrated experience designing and managing MEL systems for donor-funded projects.
  • Experience integrating gender equality and social inclusion into governance, accountability, development, or public sector programs.
  • Strong experience in indicator development, data collection, data analysis, and results measurement.
  • Familiarity with results-based management, outcome measurement, and donor reporting frameworks.
  • Strong quantitative and qualitative research skills.
  • Excellent analytical, writing, and communication skills.
