Exploring Pathways to Development in Offshore Wind and Waste-to-Energy in the Philippines
Insights from High-Level Roundtables by MBC and the Netherlands Embassy
Seeking to understand the state of development and accelerate investment pathways for Offshore Wind (OSW) and Waste-to-Energy (WtE) in the Philippines, MBC and the Embassy of the Kingdom of the Netherlands have developed policy briefs “Making Waste Work” and “From Potential to Power” through the Advancing Sustainable Transformation project.
These reports are the product of four high-level roundtable discussions held from May to July 2025, which brought together senior leaders from national government agencies (including DOE, DENR, DILG, PPA, NGCP), financing institutions, infrastructure operators, OSW and WtE developers, and key LGU representatives. The discussions were two-fold: the first to identify core private sector challenges, and the second to elevate these issues to public agencies.
Discussions focused on key challenges to development, particularly coordination in infrastructure and regulatory clarity. For Offshore Wind, the emphasis was on port readiness, grid integration, and securing long-term policy tenure. For Waste-to-Energy, the focus was market viability through waste feedstock security and national to local policy coherence.

Policy briefs were developed as part of the Advancing Sustainable Transformation in the Philippines Project, a collaboration between the Makati Business Club (MBC) and the Embassy of the Kingdom of the Netherlands in the Philippines. It was prepared by the Makati Business Club, through Eunice Tanilon (Project Lead) and Danii Nepomuceno (Project Officer), with Climate Smart Ventures serving as technical contributor, providing synthesis drafts and technical inputs based on multi-stakeholder dialogues.
